CSC Issues Resolution to help Retirees

CSC Resolution No. 1302242

On October 1, 2013, the Civil Service Commission issued Resolution No. 1302242, or the Amendments to the Implementing Rules and Regulations (IRR) of Republic Act (RA) 10154, otherwise known as An Act Requiring all Concerned Government Agencies to Ensure the Early Release of the Retirement Pay, Pensions, Gratuities and Other Benefits of Retiring Government Employees.

The said Resolution, which took effect on October 19, 2013, aims to provide retiring employees with a “maginhawang pagreretiro”, in line with the intent of the aforementioned law.

CSC Chairman Francisco T. Duque III noted the physical and financial burdens brought upon the retiring personnel due to certain provisions of the IRR of RA 10154 and sought to resolve these issues after consultation and coordination with the concerned government agencies and/or instrumentalities involved.

Thus, retirees no longer need to wait in line at the Central Office or suffer a long waiting period at the Regional Offices to secure a clearance.  All they need to do now is accomplish the Declaration of Pendency/Non-Pendency of Case (attached to CSC Resolution 1302242 as Annex “A”) and submit the same to their HRMO.   The oath may be administered by a Notary Public OR ANY ADMINISTERING OFFICER of the employer-agency designated by the head of agency.
